After transforming MUBS into one of East Africa’s leading business schools, Professor Balunywa’s detention sparks nationwide debate on fairness, justice, and recognition for public service.

Professor Wasswa Balunywa, former Principal of Makerere University Business School (MUBS), former Prime Minister of Busoga Kingdom, and Chairperson of Busoga Royal Concepts, has been granted bail by the Anti-Corruption Court after several days in detention. His release was met with jubilation across Uganda, reflecting his national stature as an education leader and institution builder.
Bail Terms and Legal Proceedings
Prof. Balunywa faces charges of abuse of office, including allegations of irregularly appointing three administrative assistants between February and April 2023, and claims relating to the recruitment of 103 academic staff, 17 administrative staff, and 69 support staff between 2020 and 2023 without approval from the MUBS Appointments Committee.
On the first charge sheet, he was released on UGX 10 million cash bail, with each surety bonded at UGX 100 million (non-cash). On the second charge, bail was UGX 5 million cash, with sureties bonded at UGX 50 million. Court retained his passport and a land title in Bukoyo, Iganga. The case has been adjourned to October 15, 2025, at 9:30 am.
Leaders Unite to Secure Release
Prof. Balunywa’s bail followed concerted efforts by Busoga Kingdom leaders and national figures. Central to these efforts was Owekitiibwa Hajji Noor Osman, Deputy Katukilo of Busoga Kingdom, who mobilized support and engaged government channels.
Other key figures included Hon. Daudi Mpabulungi Migereko, former Minister of Energy; Hon. Milton Muwuma, MP for Kigulu South; Thomas Kategere, former Kamuli District Chairman; and Deputy Presidential Press Secretary Hajji Faruk Kirunda.
The Baise Menha clan, to which Prof. Balunywa belongs, also convened a crisis meeting chaired by Hajj Nkuutu Muhammad, emphasizing that the charges were not criminal and calling for a peaceful resolution.
Hajj Nkuutu said:
“We agreed to sort this issue, and soon Prof. Balunywa will be rescued because these cases are not criminal.”
Hajji Faruk Kirunda (Deputy Presidential Press Secretary) appealed for calm:
“I appeal to the people of Busoga and friends to remain calm and not engage in acts of public agitation. All is being done to resolve matters expeditiously within the ambit of the law.”
Hero’s Welcome
Outside the court, Prof. Balunywa was met with jubilant celebrations. Supporters waved placards praising his contributions to education, leadership, and nation-building. Many hailed him as a hero whose resilience reflects both regional pride and national admiration.
“I have always served with integrity and I trust the truth will prevail,” Prof. Balunywa told the press.
Legacy of National Impact
Prof. Balunywa retired in 2022 after more than two decades as MUBS Principal. Under his leadership, the institution grew from a small department into one of East Africa’s largest business schools, enrolling over 20,000 students and employing more than 1,500 staff. His tenure is credited with professionalizing higher education and shaping thousands of careers across Uganda.
His detention has sparked national debate about justice, governance, and how Uganda rewards its most accomplished public servants. While awaiting further court proceedings, Prof. Balunywa’s story remains a testament to dedication, integrity, and the enduring impact of visionary leadership.
